Establishment of Navarupantar home for Special need children in Doomdooma, Tinsukia district, Assam

Children & Disability

About Navarupantar Home: Navarupantar Home for Special Need Children is opened in December 6, 2022. It provides shelter for underprivileged, orphaned, and semi-orphaned children aged between 6-18 years. The begining in the home was made with four children. It is now houses 10 children and has the total capacity for 25. Support provided in the home include food, clothing, education, medical care. The home is located at Rupaisiding, Kako Road, Doomdooma, Tinsukia district of Assam. The place is approximately 500 km from the state capital and 30 km from Tinsukia township, the district headquarter.

With utmost care and empathy, it provides physical, moral, and psychological assistance to children with disabilities to help them join mainstream society. Operating under the Juvenile Justice Act, children are referred by the Child Welfare Committee (CWC), Tinsukia. Navarupantar aims to be a safe and nurturing home where these vulnerable children can thrive.

Objectives:

  • To rehabilitate children in need of care and protection for their care, treatment, education, training, development and rehabilitation.
  • To provide them basic education and welfare services like free lodging, boarding, health and recreation.
  • To combat stereotypes, prejudices and harmful practices relating to Person with disabilities (PwD)

  • Garden slides are specialized slides can provide children with disabilities the opportunity to enjoy outdoor play just like their peers while addressing their unique needs.
  • Trampoline with special precaution are used as a bouncing motion which help improve muscle strength, coordination, balance, and motor skills.
  • Beds and mattress to ensure their comfort, safety, and overall well-being. Bed should be accessible for children with disabilities, considering factors such as height and ease of entry and exit.
  • Bookshelf designed at an appropriate height, with features such as adjustable shelves or easy-to-reach compartments, ensuring that children with mobility issues or those who use mobility aids can access books comfortably.
  • Almirah can accommodate clothes, toys, or other belongings of the childrens designed with compartments or shelves that are easily accessible and labeled can help children maintain order and independence in managing their belongings.
  • Dining set with adjustable heights, specialized seating, and easy-to-reach utensils to promote independence and comfort during meal times for children with disabilities.

Vision: All dihyangian in Tinsukia district are identified and benefited with due entitlements and rights.

Mission:

  • Identification of all persons with disabilities (PWD) in Tinsukia district.
  • Provision of Aids, Appliances and Prosthetics.
  • Coverage of all PWDs under Welfare Schemes (Ration Card, Orunodoi-DBT, PMAY etc.).

About Mission Thoughtful Tinsukia:

What is Thoughtful Tinsukia:

  • A mission to mobilize the community and administration for holistic development of Persons with Disabilities (PWD), referred to as Divyangians.
  • A mission to foster inclusivity through reforms in the institutions and processes.
  • An umbrella mission for satisfying the end-to-end needs of a Divyangian throughout his/her lifecycle.
  • Going by its name, it's a mission to nudge a new way of thought on how to deal with the questions of empowerment of Divyangians.

Why is Thoughtful Tinsukia:

  • Observation during field visits that Divyangians are deprived of basic entitlements.
  • Public Complaints on lack of time-bound Disability Certificates and UDID Card services.
  • Lack of Convergence : Health, Social Justice & other departments.
  • Ad Hoc Medical Board for obtaining Disability Certificate : Orthopedic Surgeon issue.
  • Non existance of any database of Divyangian.
  • No institution to act as their voice.

Mission Thoughtful Tinsukia - Objectives

Disability Support

Objectives:

  • Identification of all Divangjans
  • Saturation of Disability Certificate and UDID Card
  • Coverage of all Divyangjans under Welfare Schemes (Ration card, PMAY, Orunodoi, etc.)

Implementation Strategies:

  • House to House Survey (H2H Survey): Anganwadi Workers conducted a H2H Survey to identify all Divyangjans in the district by filling up a Survey format comprising vital information.
  • Three Tier Organization Structure: Divyang Bandhu assisted by Anganwadi Workers, Block Level Committee headed by CDPOs, District Level Committee headed by District Collector.
  • Divyang Bandhu: An institution to voice out the needs of Divyangjans at the grassroot level.
  • Disability Certificate for All: Through decentralized Disability Camps, permanent Medical Board, Shop Floor arrangement, Free & Easy Transportation, Digital process.
  • UDID Card for All: A dedicated Data Team, digitization of all data of the Survey and Disability Camps, free application at UDID portal.
  • District Divyangjan Atlas: A portal to ensure real-time monitoring and ease of applications.
  • Aids, Appliances and Prosthetics: Assessment camps in association with ALIMCO and NILD followed by delivery of aids and fitting.
  • Divyangjan Skilling: One Batch of 34 Divyangjan has completed Bamboo Craft Training. 12 out of which, have been employed recently.
  • Divyangjan Voter Enrolment: Voter Enrolment done at doorsteps by filling up of Form 6, also PWD marking in Electoral Roll is done to facilitate the home voting through Postal Ballot by Divyangjans.
  • Training Module: Experts from non-govt sectors, trained the Govt. officials on issues related to disabilities through a proctored training module.
  • Scheme enrolment and Inclusion: Coverage of Divyangjan under Ration Card, Orunodoi and PMAY underway currently. Aadhaar on Wheels for Aadhaar enrolment at Doorsteps.
  • Feedback & Grievance Module: A Toll-free number has been notified for all grievances under "Thoughtful Tinsukia". Also, a feedback form has been designed in which the beneficiaries may note their experience.

Disability Support

About Tinsukia District:

Tinsukia is the easternmost district of Assam in India. Located, around 480km from Guwahati the capital city of the state. Tinsukia is known for its cultural richness, natural beauty, and economic significance. However, when it comes to the question of disability there is found to be a considerable gap in ensuring inclusivity to such individuals. Nestled amidst the emerald embrace of Assam's Tinsukia district, lie the tea gardens, verdant havens humming with the tireless labor of their communities. However, within this vibrant tapestry, resides a thread often overlooked: the experiences of those living with disabilities.

Thoughtful Tinsukia paves a path towards evolving the district to a more inclusive and accessible one, where all individuals have equal opportunities for a fulfilling life and actively participate in the developmental story.

Divyang Bandhu:

  • In every ICDS sector, one Divyangjan has been notified as the Divyangjan Bandhu.
  • The Divyang Bandhu institution acts as the voice of all PWDs residing in his/her areas.
  • This fills up the institutional gap for providing end-to-end services to the PWDs in a regular manner.
  • He/she acts as a friend, philosopher and guide for others, through sharing his/her experiences.
  • Through this institution the actual felt needs of the PWDs are reaching to the proper forums for necessary interventions.

Nutritional Support to TB patients under Pradhan Mantri TB Mukt Bharat Abhiyaan in Dudhnoi and Lakhipur TB unit, Goalpara district, Assam

Financial assistance to Foundation for Integrated Support and Solution (FISS) towards providing non-surgical hearing device and speech therapy training to identified hearing impaired beneficiaries

Objectives:

  • To distribute hearing aids to undeserved communities and individuals in need.
  • To make hearing aids more affordable and accessible to low-income individuals.
  • To raise awareness about hearing health, the importance of early detection, and available solutions.

Project Area: Gandhinagar, Mahesana, Nadiyad, Panchmahal, and Surat districts of Gujarat.

Outcome: FISS identified 302 children across various districts in Gujarat, covering Gandhinagar, Mahesana, Nadiyad, Panchmahal, and Surat, who were experiencing difficulties in hearing. Leveraging the support of ONGC, FISS provided innovative hearing solutions to these children through the distribution of HearNU Devices; a non-surgical solution designed to address conductive hearing loss.

Women Empowerment

Objectives:

  • To develop awareness about the importance of menstrual health and hygiene management among adolescent girls in schools.
  • To supply and install sanitary vending machinery in schools to enable adolescent girl students for procurement of sanitary pads at affordable price within school campus.
  • To supply standard menstrual hygiene kit among the women of slam areas (Nazira & Geleky) to develop habit of use of safe hygiene materials.

Outcome: Five sanitary vending machines were installed in 5 private schools, i.e Tantia High School, Lakwa, Chala High School, Khelua, Hatipati High School, Nazira, Lahdai Gar M E School, Gelekey, Vinoaji M E School, Gelekey.

Menstrual hygiene kits were distributed among them 300 women and adolescent girls from two slum areas of Nazira and Geleky besides conducting awareness program among them.

  • To install flood lights in these selected village volleyball courts to help increase the practice hours of students.
  • To create a sporting environment in the villages of Assam.

  • To improve performance of talented players so that they can represent state and national team.
  • To organize a day-night volleyball tournament to popularize the game in Assam.

Outcome: Installation of flood lights in 10 villages of 7 districts i.e Bajali, Nalbari, Lakhimpur, Morigaon, Golaghat, Jorhat, and Tinsukia districts, Assam. The facilities have enabled the youth of the 10 villages in playing volleyball during nighttime on regular basis.

Financial assistance for provision of dead body (Swogarath) van to the Sivasagar Civil Hospital for the benefit of the general public residing in Joysagar, Sivasagar district, Assam

  • To carry the dead body to the crematorium cemetery by providing integrated support and assistance to the general public of Joysagar Civil Hospital in Sivasagar District and provide emergency services for 24 x 7 without any discrimination ensuring the last rites of every human being is made hassle free.

  • To coach, guide and groom the future generation of Assam's Volleyball players.
  • To provide high quality coaching and training, to selected, high performing,'Sparks', identified during the recent BVL season, under the able guidance of experienced NIS Coaches.

Financial Assistance for 15 days Football Coaching (U-16 age group) for 30 selected youth at Piyoli Phukan stadium, Sivasagar

Objectives:

  • To identify and groom young football players with to reach their maximum potential as athletes.
  • To empower marginalized sections of the population, including underprivileged youth, by providing them with an equal platform to showcase their talents.

Outcome: The Special Football Coaching Camp under the project was organised by Sivasagar Sports Association in association with FISS and ONGC Assam asset-CSR for a period of 15 days w.e.f from 25th December, 2023 to 8th Jan, 2024. It was done in Pioli Phukan Stadium, Sivasagar. Thirty boys (under 16 years of age) were benefitted under the special football coaching camp.

Women Empowerment

Objectives:

  • To provide integrated support and assistance to women affected by violence, both in private and public spaces under one roof.
  • To facilitate immediate, emergency and non-emergency access to a range of services including medical, legal, psychological and counselling support under one roof to fight against any forms of violence against women.

Outcome:

  1. For the 1st year i.e September' 2021 to September' 2022 a total of 184 cases of domestic violence, physical and mental abuse, cyber crime victim, abduction etc were registered and solved.
  2. For the 2nd year i.e October' 2022 to September' 2023 a total of 179 cases of domestic violence, physical and mental abuse, cyber crime victim, abduction etc were registered and solved.
